Mrs.
Bates received her Bachelor’s Degree in Business
and Public Administration from Clinch Valley
College in 1974. She earned a Master of
Education Degree in Elementary Education from
the University of Virginia in 1984. In 2000,
Mrs. Bates was awarded an Educational Specialist
in Educational Administration and Supervision
Degree from Lincoln Memorial University. She
also holds certifications in Early Education
NK-4 and Administration and Supervision NK-12.
Mrs. Bates began her professional career in 1974
as the director of the Wise County Chamber of
Commerce. In 1984, she was employed as a
second- and first-grade teacher at Wise Primary
School. In 1988, she taught kindergarten at
Powell Valley Primary School. Mrs. Bates served
the next 10 years as a Title I Reading and
Mathematics Teacher from 1989 – 1999. In 1999,
she became the Division Title I Resource Teacher
for Parent and Family Involvement. Mrs.
Bates assumed
the position of Supervisor of Title I in 2002
and then Supervisor of Elementary Education and
Title I in 2005. In 2006, her title was changed
to the Director of Elementary Education and
Title I and in 2008, Mrs. Bates assumed the
position of Director of Federal Programs.
